Schema tools, Query Inspector, Query Runner I am not able to see in Pega 8.3 Personal Edition why?

I have installed 8.3 personal edition and I could see the following 4 options. 

Configure > System > Database > 
Schema Change Tracking
Optimize Schema
Modify Schema
Column Population Jobs

 

Pega Enterprise Edition has 3 additional options which are in bold. 

Configure > System > Database > 
Schema Change Tracking
Optimize Schema
Schema tools
Query Inspector
Query Runner
Modify Schema
Column Population Jobs

Is this expected behavior? or Do I have to enable any privilege to see in personal edition?
