Queue Items are getting processed in "Immediate" status also.

We had implemented Asynchronous processing of REST services, we had implemented costume queue class and table to process queue items.

we are seeing that queue items are getting processing in "Immediate" status also, and the pyMaxAttempts value getting update to maximum attempts and the queue items is getting struck in this status forever.
