I suggest that you open a support request. If you do, then please add the SR number here so that the resolution can be added to this post. I have seen cases where it doesn't work that were resolved in later builds, however that was long ago and you likely have a more recent build. I checked the build notes and do not really see many changes for Siebel recently.
