CLR enable for SQL Server
Query 1: which level of access need to grant to SQL server CLR. (safe or external access or unsafe or etc.)
Query 2: For AES to run, CLR should enable or without that also can run?

For query 2, even if you enable CLR, it should run. I can see a support article as well, which states the same.
