PegaRULES server not available after install
I had tried to install new pega system version 7.2.1. After completed and tried to access pega, I got message HTTP Status 503 – PegaRules server not available.
I look to pega log, but cannot find any solution. What is the best solution to solve this problem?

Currently, it has been solved. I change all environments, from OS Windows to Linux and etc.

I had tried all links you gave, but no one works.
I use jdk 1.8, tomcat 8.0, oracle 12c, ojdbc7.jar and windows server 2008 R2. How to solve it?
I read in link you gave, it said HOTFIX, how to used it?

I saw OutOfMemeoryError in your log, can you attach the catalina.out? I would like to check your JVM argument such as heap size? What is the total memory on your windows server?

As said by kevin, seems it was related to memory. Try to increase PermGen Space as specified inthe installtion pdf and restart the server.
Also, Grant all file permisions for the pega temp dirctory to the os user running prpc application.
