can you do a telnet Proprietary information hidden 9080 from a command window to see if the ip:port is correct?

you will need to install telnet client (google it). Also you can login to the VM to check if the logs reveal any errors during startup.

The command for telnet should be: telnet <ip> <port> where <ip> and <port> should point to your values. Not sure what issue VB has with Win10. Can you elaborate details?

i see Virtual box is having issue with Win10. Since Im also Win 10 im facing this issue any work around ??

The IP address " Proprietary information hidden" seems like you are using "NAT" option, which requires port forwarding from host to guest.
Try "host-only networking" option for your VM network adptor configuration, instead of using "NAT", so you don't have to configure port farwarding.

Actually, page 5 of PVS quick start guide clearly states that you need to use host-only network adapter as below.
Setting VirtualBox Network Preferences
All VMs from Pega Academy are configured with a Host-only network adapter. This allows the host
machine (your computer) and all virtual machines running on your computer and using the hostonly
adapter to be able to communicate with each other.
