Optimize Schema tab not visible post upgrade

Post upgrade , Optimize Schema tab which is used to do cleanup of unused tables is not visible under Designer Studio > System > Database

Issue could be occurring as the privilege ViewAndOptimizeSchema is returning false. For Optimize Schema tab to be visible production level should be 2 or less, on changing it, Optimize Schema tab should be visible.
