Please answer if the following statement is true or false

"To enter the Program details like Planned Budget, Expected Response Rate, etc. the Program must first be checked-out."

This is one of the options in the Quiz of lesson "Creating a Marketing program". In the vedio it was shown to first go to Option tab and click on Update to updte a already created program so on th basis of it the above statement should be correct but in the quiz it is termed as false.

Also please provide some more details about it.
