BAE exercise Delegate a Decision Rule

The exercise is asking me to "Copy the VPRoutingTable decision table to the Delegation:02-02-01 ruleset."

 

But in the save as when i select Choose app layer as Production Rulesets the ruleset version choosing field is replaced with "No rulesets available".

I haveadded delegation to the TimeOff case definition.
