I'm with Asif here. There is no direct OOTB way to achieve this through delegation alone. While the latest implementation of rule delegation removes a lot of unnecessary information such as the rule form tool bar (along with the ruleset name/version, etc) and only present what is relevant to a business analyst/user, there is no further granularity that you can configure to achieve what you are requesting.
However... theoretically I think you can mix circumstancing here as well. Here is what I am thinking. What if you circumstance your decision table. One version will have this very limited view of the table. Then delegate that specific version to your proposed user that should only see one row of the table.
I'm not sure if this will work, but it seems possible?
Hi , Thank You for your valuable comments. However I need to show some columns in read only and some in editable form.
Is there any way that we can use decision table result as a Data page source. Not Directly .May be through some activity and data transform taht will store the results of Decision table in a page list . And we can use that as source of grid where we want to show it.

Making a list using decision table is possible. If you need to make all the return values from a decision table to a list then you have to create a temp list in decision table Pages and classes tab and should enter the return value column property as "CreatedList.pxResults(<APPEND>).Code" ..
This will let u create a List when ever you are calling a decision table. And make sure the evaluate all row is selected in order to return all the return values from the decision table.
