having rules and data in separate jars would provide flexibility in import for customers ...

in fact ... splitting up the data to TWO more jars would give even more flexibility....

1. Rules.jar

2. INT Rules jar

3. Data Schema jar

4. Sample Data instances jar

its now implementation team whether or not to import jar file if they've a specific specialization ...

downside of it is - need to import 4 jars for an app to work. (admin work)
