Role with Create/Delete User Permissions Only

We are trying to create a role that only has permissions to create/edit role access for users and create/delete users.  We do not want to the role have system admin access (so not SysAdm4/5).

 

We've tried a role cloned from the PegaRULES:WorkMgr4 role, but no luck.

 

This is with PEGA PRPC 7.1.7.
