Portal Issue

We are facing issues like when user is logging into application , its showing User deleted pzCSSInclude_fab1ebce6a11dcfce240cbff18b366cb [However the HTML rule is present in Pega-ProcessCommander:06-02-01 RSV, which is locked RSV]. As a result, portal is loaded with distorted UI.

We are using PRPC 6.2 SP1.

If anyone faced similar issues, please let us know?
