operator profile - 5.4 to 7; unable to save

Save Failed : Unable to open an instance using the given inputs : pxobjclass = “Data-Preference-Operator” , pyUserIdentifier = “[email protected]”
Same exception while creating NEW profile.
Data only upgrade logs snap; Upgrade went well without issue for operators.
From the logs:

Concern:
PR_OPERATOR_PREFS is blank; it doesn't have any record.

Did you find any resolution? I found another thread similar to this, the resolution posted as "changed data source from XA to non XA, it resolved the issue".
