History-Add for operator history does not retrieve pyHistoryMemo Field Values

pyHistoryMemo FieldValues for Data-Admin-Operator-ID class are not used at run time when History-Add is executed. No error is generated in log file, the history record that is generated has no memo text, just timestamp and operator who is generating the history.  GCS has reviewed and confirmed this behavior, can an Enhancement be made to allow the use of Field Values for History-Add of non-Work classes?
