Bulk transfer doesn't work for work list- after Upgrade to PRPC7.1.7

Root cause:
A defect in Pegasystems’ code or rules caused by the flowName property being defined on the newAssignPage. If the user's priviledges aren't correct, when OpenAndLockWork is called, the newAssignPage inadvertently gets renamed to pyCheckPrivilegeAssignPage. As a result, the parameter flownName can't get populated off of newAssignPage.flowName and the error occurs.
