You are not authorized to create, modify, or lock instance DATA-ADMIN-OPERATOR-ID XXXX
I am getting following error on one of operator id, while performing any action loggin in, opening, saving, deleting.
You are not authorized to create, modify, or lock instance DATA-ADMIN-OPERATOR-ID XXXX
When I save as same operator as new operator it works.
I am able to modify and save any other user id just fine, just not this one.
We have checked out rules from this user which now cannot be merged due to this issue.
Any help how to resolve this issue?

Please check the ARO of user who is getting error and make sure all needed privilege provided to update OperatorId table ( DATA-ADMIN-OPERATOR-ID).
Because the error message shows clearly that the user is not having enough privilege to update/access OperatorID table.
