Why set a refresh condition when there is already a refresh-section action - "Creating Dynamic UIs" exercise

Step 6 of the "Creating Dynamic UIs" exercise of SAE II (v7.1) says to set a refresh condition for the included HealthcareBenefit section. Why do we need to do this given that we have already specified a refresh-section action on the checkbox for the WaiveMedical property?

I've tried it both with and without the refresh condition and appears to be no difference in the behaviour.

I am considering 'WaiveMedical' property is of type 'truefalse' 

So if your requirement is to set value of some other property to do some other action only when the above property is set to true. this is to improve performance (do not refresh unless required). Although you can check the value in Data Transform which your refer in 'Reresh' action parameters but why to refresh if its not required

it always depends on what you are trying to achieve, hope i have answered your question
