Why Releaseoncommit is visible though lock option is unchecked in Obj-open method

Why pega gives visibility to Releaseoncommit option though the lock option is unchecked. Why can't it be disabled if lock is unchecked instead of throwing an error while saving it.

When we check the "Lock" checkbox checked, it is recommended to use the Release On Commit checkbox  so that the lock gets released whenever the Commit happens.

If we keep the ReleaseOnCommit checkbox unchecked, then even after the commit the lock will be held.
