I try to wrap my head around the default setup of the Pega Platform.

One thing that I don't really get is why is a Workgroup/Team linked to an Operator but not to an Application?

In our environment we are hosting multiple applications and the Workgroup/Team Creation is always linked to the application the useres are working with.

I understand that this is the design used for the last couple of years and still seems to be a valid approach when dealing with large enterprise application setups (one app / one environment). But for supporting the "new" way of citizen development and multiple apps on each environment targeted at an overlapping userbase, I would like to know if there is anything planned to change this in the future.
