As Per the Pega Decision Consultant course, they build the application it in Development Environment and move it to PROD for the first time. Later if any change is required then they will create an Application Overlay and move it to Business Sandbox region with some set of rules. In Business Sandbox region Strategy Designer will modify the rules and test the change and move it to PROD once it is approved.
So for the first time building an enterprise application, which people are responsible for developing the application in Development region. Like strategy Designer / System Architect etc.
Who will do what exactly and How they will implement the changes like Case Types, Strategies etc.
Can anyone please elaborate ?

Thanks for the reply, but this is the same lesson in "Manage Business Rules Changes" in "Decision Consultant" course. And it describes about the Revision management process and this is for the changes to be deployed to PROD if any change is required for the application which already exists in PROD region. i.e, the application already stable and available in PROD. So if they want any change then they will create application overlay and remaining things etc.
My question is who will implement the decision management application for the first time(not a change to application which already available) and what are the roles and responsibilities of System Architects, Business Users, Decision Consultants etc.

Can you explain how the basic flow will start for Decision Management System with simple example and elaborate it?
If you see the examples here in the Decision Consultant course, there simply selecting the user and offer submitting it. What does it mean ? does it mean the user bought that offer? (where is the user interaction here ) and how it works in real world.
As per my understanding for the first time building the application - Technical people who are at least SA with Decision Consultant knowledge will build the application with Decision management process (Case Types, flows and Interactions (Strategies)) with help of Business. Later Business people takeover for the trivial changes
Please correct me if i'm wrong.
