while doing bix extract: the true/false properties are getting saved as 1 or 0 to DB. is this the expected behavior? is there any tweak to save as true or false

Yes, this is the expected behavior. BIX is only an extraction tool and uses a format that is common across all databases that we support. I suppose your downstream transformation tools can handle this.
We do write it as true and false in XML and CSV so that is another option to extract the data using BIX.

i don't believe oracle supports a Boolean like other databases; in MSSQL bit fields are expressed as 0/1, Oracle you'll need to infer as char(1) or number.
