When we add case note, apostrophe is replacing with question mark is there any fix, on how to avaid this?

We are using PRPC V6.3 and to reproduce the issue add below case note in case note gadget and submit. It will add replace apostophe with reverse question mark sign.
type this: When User enters children’s
Now we fixed this issue using below step before submitting.
Get the value from clipboard and do replace on that property value.
String note ="When User enters children’s "
note = note.replaceAll("’", "’");
note = note.replaceAll("‘", "‘");
