When i am adding an action to reopen a work item in a navigation rule,it is not working

When i am adding an action to reopen a work item in a navigation rule,it is not working.But if i do the same using a button or link,it is working.Can someone help me with this?

         Wha tis the PRPC version?

Are you using "Re-open Work Item action".

also provide the screenshot of the navigation rule configured along with the action tab
