1. What is a skin and what is branding wizard?
A skin defines the responsive behavior and formatting, such as colors, fonts, images, and layout, of portals, cases, rule forms, and reports. A skin generates the styling (Cascading Style Sheet) for the application.
The Branding Wizard allows you to modify, copy, and create skins that style all of the UI elements in PRPC applications.
2. When we have branding wizard, why do we use inline styling?
Branding Wizard is not available in pega 7.The Skin rule form has been enhanced to fully replace the Branding wizard. The Skin rule functions as any other rule with the ability to save-as, checkout, checkin, etc.

2. When we have branding wizard, why do we use inline styling?
Both have thier own purpose (although branding wizard is merged with Skin rule). Branding wizard was used to update the Skin to define css attributes at one place so that it can be easly maintained and reused. Inline style is used directly with a cell to provide desired styling. It's the same difference between inline style in HTML vs External CSS.
And as mentioned it is a best practice to avoid inline styles.
