Please pass the mandatory parameters and its create the operator and it give a out as no errors if successfully created. Other wise write u r own activity and call the OOTB activity and handle the errors.

I don't think you can call the activity directly without authenticating the user session, in this case you need to call the activity without login into the application. So i think you need to create the unauthenticated custom ruleset then create the guest user so that you can call the activity as explained over here.
