What is the changelog for Refresh Strategy?

A developer who worked for 8 years argued that Refresh Strategy (Reload When Older than) functions regardless of users access. 

But from what I read here, Reload When Older Than highly depends on the first and then subsequent user access.

Hence, I want to understand why did the Developer with that amount of experience think that way, even after clarifying with him on many attempts.

You are correct, Data page refreshes when it's accessed and if older than the time mentioned in the refresh strategy, it won't refresh unless it is referenced even if it is older.
