On v5.5, can we use REST Integration which returns JSOn response
Need to check any OOTB way of connecting to a REST service and parsing the response being returned as JSON

REST connectors and support for JSON were added only in 6.2 SP2. If you are on 5.5, you need to implement your own parsing logic. You could leverage third-party libraries such as Jackson.

Is a third party library necessary? If I just call the REST URL via Connect-HTTP method, will that not work (provided I create my own parsing logic)

I mentioned third-party library for helping you parse JSON. If you want to write your own parsing logic, you don't need a third-party library.
