User reference field is not displayed in implementation layer case designer
I used user reference field to select a specific user for the purpose of routing in Approval shape. I can select the user reference field from the dropdown but I can see nothing in the dropdown when I select the user reference field for the routing. I have imported the same case type rule from the framework but there is obvious descrepancy in the routing configuration while just imported.
What is causing this issue and how can it be resolved?

I took a look at your two snapshots, and although I don't have a specific answer, here is how I investigate these types of issues:
Many of those dropdown lists are populated by an activity that is invoked, so if you only see "select . . ." and no other items in the list, you'll want to know answers to questions like "did the activity run?" "which activity is involved anyway"? "If the activity ran, did it get an error?"
To help answer these questions, use the "live-ui drilldown" (what's the proper name of that?) that allows you to associate an item on the screen (such as this word "select . . .") with a particular section rule and property cell.
Also, use the Pega tracer for the success and failure case to compare. Turn on ALL tracer event types, and compare to find out where there's a difference in the area where that activity is being called to populate that list.

I have attached the screen shot. I was able to replicate it in another PRPC environment as well. Would you please have a look and provide your guidance why the case in implementation layer is not having the user reference field where as the same case has been imported from FW layer that has user reference field for routing?
