Upgrade and migrate from 7.2 to 8.2 and openstack to Pega cloud respectively

What approach should be followed when we need to upgrade from 7.2 to 8.2 and also migrate from OpenStack to Pega cloud? What should we do first? The application guardrail compliance score is 65 and there are a lot of custom coding involved. Taking all these into account what should be our approach.

A compliance of Guardrail  score of 90 is required before migration.

As part of migration we also upgrade to latest available platform version at the time of upgrade. Please note that latest available version today is Pega 8.4.2
