Update environment from 7.2.1 to 7.3.1
For Out of place upgrade, We need a cross schema super user for the update sh file to run.
As this is the main requirement for update to start . We need to make sure that the cross schema super user is in place before we start the update.
However, being a Bank for Production Environment, we would not get an approval for the DB access as a super user. What is the Pega Recommendation under such a scenario.. should we go for InPlace Upgrade or any alternate suggestions
As InPlace requires a longer downtime... so is there any alternate recommendation that can be followed

In place will certainly need lot of downtime. You will get benefit if you separate RULES and DATA schema. There is no other way. User should have access to both rules and data schema
You need to do split one time, may be in development environment. whoever having admin use can only run the script file. Its one time activity
In all higher environments (Including prod) . You can move the tested RULES copy
