Unable to Deserialize imported Hotfix Catalog

We have a pre-production environment requiring hotfixes to be installed and committed across multiple applications, and need to upload a local copy of the hotfix catalog to proceed with the commit.

For one application we keep encountering an "Unable to deserialize Catalog" error and are not sure how to address it.
