Unable to create topic configuration Pega 8.1

While a saving a rule in Pega 8.1, getting below error-

Save failed - Unable to create topic configuration

Anyone has any clue, about this error ? Why this occur and how to resolve this ?

We have tried login and logout but the same issue persists. We have requested environment team to restart the application service. Will up date you post restart.
