Unable to add Header screen layout

Hi,

When I add a Header screen layout, placeholder to add a section on left and right is created unnecessarily as shown in the attached picture.

I.e. Header layout looks exactly like when I add Header Left Right screen layout. This is 7.21 environment. Is this a bug or am I missing something?

This looks like a Bug but please follow following workaround to overcome this issue.

1) drag and drop Header Left screen layout

2) Again drag drop Header screen layout and now it comes properly
