Text Designer is not loading properly using Text Adapter

Text Designer is not loading properly while interrogating the command prompt (MS DOS) in Windows 10 . Its shows an error "The Process Cmd.exe failed to start with in given timeframe. Continue waiting."

Pega excution very fast manner it will wait only 30s  so u can change on property 100secs  i thnik once check try
