If the question is referring to test automation and using PegaUnit, if you are planning to unit test rules which are dependent on attachment, you can leverage setup capabilities of PegaUnit to create appropriate attachment data before running and testing the dependant rule. If you are referring to testing using Scenario Testing features, it is a limitation currently and it does not support recording of Attachment uploads.
