Trying to save a new group results in Taxonomy problems. Actually, when we used the FS template to create our application, the ruleset that was created by default was Artifacts. We also created some groups and actions in Artifacts, but later, on Pega's advice, we moved all of the rules from Artifacts version 01-01-02 to BusinessRules version 01-01-02 and so on. However, we only kept the rules that were created in artifacts version 01-01-01 which are all having all the OOB related rules. Currently, when trying to save the taxonomy into the highest ruleset version of the business rules ruleset, it always expects CDH-Artifacts 01-01-01 to be unlocked if we unlock then we are able to successfully create the group in this way, but we are also experiencing deployment issues. 

Could you please tell us how to resolve this problem best? Will the problem be resolved if the artifacts 01-01-01 ruleset version is moved to the business rules 01-01-01?
