Starting flow deleted and created in Production environment

We enabled notifications in pr_data_admin table when there is deletion statement performed in production environment.

we deployed report definition and ran the same for checking project related statistics. I am surprised to see starting flow was been deleted and created during this process.

Any idea what could be reason for this?

we have enabled notification if there is any deletion in table Data_Admin . we were about to create marketing rules(offers,campaigns,strategies) and surprised to see starting flow was been deleted and created again.

we confirmed there was no rule deletion during development time. This is not first time it happened.

Any idea or suggestion would be appreciated!!
