Stage Flow on change mark the Stage as completed.

I have noticed something with the Stage Flow. If you(user) go from Stage 1 to Stage 2, OOTB behavior marks the Stage 1 as completed. However, if you go back to Stage 1 from Stage 2, Stage 2 is marked as completed as well. Is this what suppose to happen. Since the user hasn't finished Stage 2 yet shouldn't it be marked as the future when they go back to previous Stage.

Example:

User goes from Stage 1 to 2 to 3 and then he changes the Stage to 2 from 3. As you can see the Stage 3 is marked as completed, shouldn't it be marked as future. Please advise.
