Special characters replaced with "?"

I am using a service which accepts XML request . The service then generates a pdf . I see that in that pdf special characters like ü are replaced with "?"

The XML request loaded properly and I could see all special characters . After hitting the service a pdf is generated . In the pdf special characters were replaced with "?"
