Our Sourcing and Procurement (SNP) Application is built on Pega Infinity  '25.1.1. Among 28 rules in a newly created / imported ruleset, 5 rules cannot be opened in QA env (in Dev Studio) but is opening up fine in Dev env. When trying to open up the rule, on screen user sees Rules not Available, on tracer a failure error message says "You are not authorized...". 
We tried clearing out rule cache and restart, reindexing rules, resaved rule types, did a rule assembler, remove and reimport the version, lower production level from 3 to 2, etc., but issue has not been resolved - please see attached for details. 
Could you advise how we resolve the issue please?
