Service SOAP issue after upgrading from Pega 6.2SP2 to Pega 7.3.1

Service SOAP rule is not working after upgrading from Pega v6.2SP2 to Pega v7.3.1. I get below error when the service is executed (from external application, through SOAP UI and running the service from designer studio). Server restart, Revalidate & save of service and service package, code changes to make it compatible with 7.3.1 version didn't help.

  1. Configure the Dynamic System Settings entry named "SwitchToOldAssembler" to true as shown below:
    Owning Ruleset: Pega-IntegrationEngine
    Purpose: SwitchToOldAssembler
    Value: true
  2. Restart the Application serve
