Since the table uses an editable clipboard data page as its source, Pega renders only the current page's records in the DOM. You can add an onClick event to the header checkbox (Select All) that sets the .isSelected property to true or false only for visible rows, which you can access via a refresh section or a small activity that modifies just the currently loaded items. Avoid using a top-level page list loop unless you track the current page index, as that would select items across all pages. This ensures that only items visible on the current UI page are selected.
