Screenflow flow rule skipped on stage reentry

We are in Pega Platform 8.2

In a stage, we have a screenflow flow rule. After submitting this screenflow and continue with next stages, at some point when we change stage to the earlier stage that had this screenflow, the flow is entirely skipped.

Why?

On the Stages tab of the Case Type rule, check whether 'run on re-entry' is selected for that flow.
