For same type of Guardrail warnings justifications are lost on save or check-in in 7.1.7

We had a rule with similar type of warnings.The justification is accepting only for 1 warning bt not for others if they are similar. On save o check-in of the rule the justification is wipping off. Can you please suggest me on this issue.
