Rule in Highest RSV is not being referred

I am facing strange issu here , I created new RSV and saved rule from lower RSV, I observed that referring rule is not able to reach out to new version of the rule , I had this issue in another environment previously and got resolved after revalidate and save which is quite weired.

Hi Uday,

Can you confirm the PRPC version? This could be a cache issue. Performing a clean restart could fix the issue.

I am facing the same issue in Pega's lower versions also. Can anyone please suggest how to resolve this and why this happens?
