How to setup Robot Manager to monitor Pega Runtime without package server and without using Pega URL in RuntimeConfig.xml

You can use the Robot Manager without the Package Server - but it is not possible to use the Robot Manager without an URL. Without the URL, how would you specify where to connect to the Robot Manager?
