IIS with Package Server

I'm unable to use the IIS to enable to Package server. Since I'm getting the web.config error.

 

The below is the error.

IP Address and Domain Restrictions

There was an error while performing this operation.

File:\\?\C:\inetpub\Pega Package server\web.config

 

any idea ?
