Revalidate and Save on Paragraph rules

Hi All,

I have a circumstanced paragraph rule. When it is moved to higher environments with some changes, it is not getting picked up during run time. I have to exclusively revalidate and save, for the rule to be picked. this is happening always and in each of the higher environment(SIT, UAT,PreProd).

I am afraid the same follows in PROD as well. Can anyone help me what could be the cause of issue and how can it be rectified?
