Restricting access based on specific ruleset

Hi guys,

I have a requirement to restrict the different system admins to create their own system decision tables in their respective ruleset. However, since all the system admins are creating the decision tables under the same application work layer, they will be able to access other systems' decision tables as well. Is there anyway I can restrict them?
